Yea It states that any grouper over 20" has to be given to me. NO EXCEPTIONS

seriously, 2 Reds per day in FEDERAL waters (for now) still part of the 5 agg limit. (thats outside the nine mile line in the gulf.)

Your limit is 5 still, but of those 5, only 2 can be reds

The law is part of Secretarial Amendment One, which is the rim job being given to the recreational angler, courtesy of the big longline group, SOFA. The rim job was given the nod of approval by CCA, of all groups.
Sec Amd One is the fallout from the timed-out amendment 18. Previously, amendment 18 was to achieve a 45% reduction in the red grouper haul, both commercial quota and recreational take reduction. At that level, the recreational angler was to have his bag limit changed, so that only 2 of the 5 grouper daily limit could be red grouper.
After some voodoo science and back room deals, the longline group SOFA got the needed reduction down to 10%. But, WHAT THE F? The recreational reduction was left EXACTLY THE SAME.
The FRA was not yet formed. The FRA has filed comments which could form the basis for a lawsuit against NMFS. Stay tuned. The fat lady my have hummed, but she has not warbled her final note yet.

Is this new Ammend One that you are referring also incorporated into the State of Florida Regs Updated 6/1/04 as highlighted in the July FFWCC Publication?

If I understand it correctly the Gulf Fishery has an aggregate of 5 and in the Atlantic and Monroe County only 2 can be Red?

In Federal Waters, as well as the state of Florida waters, there is a 5 grouper bag limit. The new limit says that only two of the five grouper can be reds IN FEDERAL WATERS. The state hasn't followed suit yet that I am aware of, but it is customary for them to do so. I'm sure there will be plenty more commotion on spearboard when and if that happens. Please keep fighting the good fight Denny! Everyone else please help contribute to the FRA, your voice for fairness in fisheries management.
