Spearfish Permit?

Can you spearfish Permit? - It is my understanding that you can NOT kill them in state waters but they are open game in Federal waters. I hunt in the Gulf of Mexico and any input is appreciated. Thanks - Deep

That's the general consensus, as discussed in previous threads. I haven't seen any rules that've said otherwise.
