According to the 2011 nationals sking diving rules.
"No spearfishing in tournament area after Monday, July 4th, 2011 (30 days prior to the 1st tournament day August 3rd, 2011), Spearfishing for any species will not be permitted in the tournament area by any competitor or tournament participant"
