hey i live in dubai an spear regularly
there are no rules or regulations as such i think except for local rules like not spearing on the public beaches...no one notices though hehehe
u hav no need for a licence
the only thing is that in oman u r not allowed to spearfish if u think about travellin to there ....sucks cus theres huge fish in oman but again no1 notices if u do go for a quick spot of spearin.... gd luck on nailing a beast
