How many Red Grouper?

In the January 2006 Florida Saltwater Regulations, the max number of Red Grouper in the Gulf is 1, but best as I can tell, the max number is 5 in the Atlantic.

So, for the SBO weigh-in, are the Gulf rules of 1 or the Atlantic rules that would allow 2 Red Grouper applicable?
