Unless I am reading the posession limits wrong from the DEM website Tautog fishing is closed for the month of June in Rhode Island. This has just changed in the last few days.

Unfortunately, you've got it right. No togs in June! Here's the link to the emergency regs published May 12th. RIDEM Emergency Regs (http://www.dem.ri.gov/pubs/regs/regs/fishwild/rimf7.pdf) Check out page 19 section 7.9. There was a public meeting a while back and this was one of the options. Ugg.

7.9 Tautog (Blackfish) -- No person shall take, possess, sell, possess for sale, or offer for sale any tautog measuring less than sixteen (16) inches total length whether caught within the jurisdiction of this State or otherwise. 7.9.1 Recreational -- Except as provided in Part II, no person may possess more than three (3) tautog from May 1 through May 31. The tautog fishery will be closed from June 1 through June 30. No person may possess more than three (3) tautog from July 1 through October 21. No person may possess more than ten (10) tautog from October 22 through December 15, annually. Compliance aboard vessels will be determined by dividing the number of fish onboard a vessel by the number of recreational fishermen onboard said vessel.

at least it is closed when they breed. there are lots of fish around and never have a problem getting a limmit, so i dont know why they want to close them. the only problem there is, is that the mussles are not around like they were and ther will be less food for them to eat.
