I personally didn't, but I've good friends who were top spearfishers and competitors there (they're golfers now ). Very few options. Isla de Lobos, off Punta del Este, THE Uruguayan beach resort, is the most known location. Sea lions are very bold, be careful. Fish: sargo (Diplodus argenteus) and chanchito (Pinguipes brasilianus), mullet. All small, to 3 kg

Some rocks that jut out to sea off Punta José Ignacio (40 km ENE of Punta del Este) are also good. Shore diving from here. In this place one might find garoupa (dusky grouper, Epinephelus marginatus) to 10 kg too.
I heard that Cabo Polonio, even further E is very good too: it's gorgeous place, BTW.

However, water is normally extremely murky in all places, except sometimes in the height of the Austral summer (jan-mar), but it never gets really clean. A 15 ft. viz calls for big celebrations :knees:. Water temps run to 68°F. Most divers use 75 eurogun guns with 1/4 Tahitian shaft and torch. And, again, beware of the sealions.
