A very difficult concept to nail down as it is so subjective.Both the nature of the distress and the means or method to alleviate the distress may vary greatly depending on the observer.
An example could be a new spearfisherman and their lack of success underwater.
1 salty observer may claim"give him Time because he needs experience"
Another might say"give him new gear,some classes and a $1000 speargun because you need the right tools"
Still another might say"take him to the Grounds,it's only lack of opportunity"
Finally another might add "let him see the value of being on the water and spending time with friends"
A less simple example would be homelessness.
1 person may say "give them shelter as their distress is no shelter".
Another would say "give them work as the distress is lack of money"
Another might add "give them hope and they will work out the details them self"
One can only judge one's own compassion based on actions.Basing my view of someone else compassion on their actions is misleading.We may be trying to a comfort different problems.
I was brought up in a great deal of cultures and the way hardship is perceived by outsiders in largely dependent on the belief structure of the observer.The "Good Samaritan"ethic was drilled into my head but in living around Buddhists and Eastern religions I saw they viewed that method as interfering with another's growth physically and spiritually.
It returns back to the definition...strong feeling from passion and with or together from com.
