I believe your missing the real point. Rightwing nut jobs want to stop ALL fishing, boating etc. in the gulf. They know if they go after the commercial fisherman they have a fight on their hands do to the fact its how they make a living. If they go after the recreational users it is alot easier to get laws past. The general public does not take the time or effort to get involved making the path to end gulf usage easier. The SOB's are going to try to take small bites out quickly for less resistance. Hence going after just snapper instead of all. As for paying commercial fisherman not to fish FORGET YOU !! Do you not pay enough taxes now??? Who do you think is going to pay for that?? And once the right to fish is taken away from commercial fisherman there goes the recreational fishing. Once gone your not getting it back. How are you going to like the new purposed law of 1 grouper per person ???

Lets see $2500 in scuba equipement, 100K in boat, $500 in fuel, $300 a month storage, $100 a month insurance AND 1 GROUPER PER PERSON ???? if this makes since to you, You have to much money and should be taxed more LOL. Support your local fishing advocates or lose the right.
