Where does everyone buy their norprene from to make bungies? I just ordered some from a place called waterproducts.com It is only 1.09 a foot there and you can buy it more than 50ft at a time. Not sure about the 3/16ths size, but it should work to fill with 400lb test. Any better material out there? Here is the exact link to the norprene tubing:

Ive got 2 50 ft lengths of norprene with an inside diameter of 1/4" from a friend in the medical products field. They use it for something or other. He also got me a 50' length of Silastic tubing they use in parastalic(sp?) pumps. I really like the stretch but I dont think it is as UV resistant so my guess is it will only be good for 2 or so seasons.
Mori sells a tubing similar to norprene that he swears by now(he used to use norprene) as well as all the components to complete a good bungie.
Rabi - don't use mono in your bungies - it'll work... but I've had the unfortunate experience of snapping mine when it was repeatedly kinked. :(
Parachute cord or dyneema are much better (though more expensive) alternatives.

Try Mori, he's got all you need. He has a special material that he uses for a bungee that costs less and lasts way longer than norprene. Not to mention it works better. He also has all the hardware to build it, plugs,line,etc... He uses a special line to put insite the bungee called Teknora, or somthin like that which is at least 2500 lb test. So if your bunge gets cut, you dont have to worry about losing the fish.
Thats my input,
