The Meeting began with Council member Karen Bell telling the audience (60-70 people) that comments would be accepted ONLY on the two items before the comittee. She specifically addressed Reef Fish Secretarial Amendment one as an example of what was not acceptable for public comment.
The issues were:
1. Reef Fish and King Mackerel Limited Access System - This attempts to take away permits from the smaller commercial fisherman. It goes toward SOFA's goal of reducing the commercial fishery to just a few large entities. This would make it much easier to control the price of grouper.
2. Offshore Aquaculture of marine life. Aquaculture looks like a great idea. Grow some mahi, grouper, snapper, amberjack and more in large offshore cages. Very elaborate systems have been developed. This is an idea who's time has come. There is some question as to which government agency has authority.
