noplace...unless you are well past 300ft depth...it's all protected...

I was in Key Largo in January and asked a Pennekamp Ranger what the rules are. He said that you MUST be south of the Pennekamp southern border (south of Mollasses Reef). Pennekamp's southern border extends out to the state 3 mile limit and the becomes the southern border of the Keys National Marine Santuary Protected Area - no spearfishing. Once you get outside that boarder, you're in 300 feet of water.
South of the Pennekamp border and more than 3 miles out (outside of state water) is free game. He said that most folks use Pickles Reef as a point of reference.
