It is illegal to have a fish in Fla waters harvested by explosive device.This is the law ,but it's never been enforced to my knowledge.Fed waters I have no idea,but you have to transit state waters to get to fed.If you are upfront with the law they have always bent over backwards to make clear whats gonna get you in trouble.
