Bill on Children's Pool heads to Senate/Legislation would give control to City Council
Senate floor: The state Senate will consider legislation on the Children's Pool seals dispute, possibly by the end of the week. If approved, the measure will be sent to the Assembly for action. After a serious discussion about the fate of Children's Pool beach in La Jolla, the senators couldn't resist.

Thanks for the heads up.
It's always good to post thoughtful, intelligent comments on these issues. The FOS has poor standing to fight the facts, as their position is based on emotion and passion.

I guess the lesson learned here is that if you are ever wealthy enough to gift property to a City, State, or the Federal Gov't for a specific purpose, and the receiver decides to use it for something else, the wording of the deed should include that the property reverts back to the original owner or their heirs if the receiving party is unable or unwilling to hold up their end of the bargain.

Senate OKs bill to give city control of Children's Pool
SACRAMENTO — The state Senate easily passed legislation Thursday that aims to give the city of San Diego direct control over the fate of Children's Pool beach in La Jolla, which for years has been inhabited by seals.

Writing to every State Senator in the past couple of weeks, I am recognizing names, and am discouraged by their comments in this article.
The bill is supported by San Diego's Democratic state Sens. Christine Kehoe, who is carrying the bill, and Denise Ducheny.
Kehoe's Senate Bill 428 would change the agreement signed more than 75 years ago.
Nathan Fletcher, a Republican, and Democrat Lori Saldaña, both of San Diego, plan to tag-team the campaign to move the bill to the governor's desk.
“There has been a mini-economic surge because of the tourists,” Saldaña said
Yeah, like La Jolla needs help getting tourists.

If you are using postal mail, that is good. Forget Senators, target the Assembly Water, Parks and Wildlife committee. If you send emails to legislators, they typically are scanned for zip code and tossed if you are not from the target's district. Fax machines have no delete button or zip code checker and leave a paper trail.
Any correspondence must say “SB428-Opposed” in the title. You should cc.

who will write the non-partisan summary analysis for the committee to read before voting. He counts what he gets. DO NOT send him more than one thing from yourself. In the Senate committee, the analysis said "opposition - non received" because all the stuff went to the wrong places, including to senators who could throw it away.
Oh, you don't have a fax machine? - I bet you do. If you have the XP install disk for your machine,
http://www.windows-help-central.com/fax-software-for-windows-xp.html will tell you how to make it send faxes from its modem port.
The same is true for Vista, http://www.microsoft.com/windows/windows-vista/features/fax-scan.aspx though I have not done used that installation.
