If it's fly-by-wire anyway, why not just make something a bit bigger out of a scooter with an enlongated wire basket as a rigid catch net and swim it around at higher speed, like a manta ray scooping up plankton? The control umbilical wouldn't let it get under anything, but as long as it's moving nice and quick, it'd be like a robotic aquarium fishnet.

Neat idea though. Glad someone is trying something.
