I guess the kelp applies that little extra bit of drag that slows the GWS as it barges through the forest and its turns are just a fraction slower that gives the seals an extra edge to escape. When they are surface silhouette hunting the GWS charges up to drive the prey into its jaws by the victim's own weight and knocked free of water the latter cannot gain any leverage to get free.

As well as its vision the GWS have an array of sensors in their snouts to pick up all types of cues from smell to the electrical activity of muscles working and the seals blowing bubbles may be a strategy to overload the shark’s sensors temporarily.
