Laws effecting Utah

Hi Everyone!
We have all probably been busy but I hope you have all been able to get in the water a few times this season. Thanks to everyone who was able to respond to the DWR questionaire, I hope it has had a positive impact on the issues we have been addressing.
Well the Regional Advisory Council (RAC) meetings are literally upon us:

SR RAC – 7 PM Ritchfield High School (it has been changed from Beaver to Ritchfield) 9/10
SER RAC – 6:30 PM John Wesley Powell Museum 1765 E. Main St., Green River 9/11
CR RAC – 6:30 PM Springville Public Library Meeting Room 45 S. Main Street, Springville 9/12
NER RAC – 6:30 PM Wildlife Resources NER Office 318 North Vernal Ave, Vernal 9/17
NR RAC – 6 PM Brigham City Community Center 24 N. 300 W., Brigham City 9/18

This is the most up to date information I have.


I hope as many people as possible can make it. These meetings will have more combined impact than most of the meetings we have had so far. They really are that important! Please pass this info along to anyone you think may be interested.

Springville is the closest followed by Brigham City, depending on which end of Salt Lake county you inhabit.

Pleasae spread this around as much as possible. The more people we can get at these meeting the better.

I have a short report for the Southern Region RAC last week. From the online survey there were 1158 people that took the survey. Over 70% of the respondents responded favorably to the proposed changes to the proclamation. There are other numbers and stats regarding the survey but the 70% number for us represents a huge step forward. The DWR relies a great deal on public sentiment when it comes to rules and regulation. The other great side of this is that the DWR developed these changes with several different angler groups giving their input and agreeing to the changes. These means they (angler groups) can't (shouldn't) show up at a RAC meeting and say they don't support the changes. The aquatics division managers are strongly backing and endorsing these changes as they present them to the Wildlife Board on November 7th. This is awesome and is a direct result of your input, interest and involvement in the process. Hopefully it will all go smoothly and we can all go spearfishing in January 2014. :-) haha.
( the joke intended is this; most of the lakes with the exception of those in southern Utah are frozen at that time)

OK that was from last week....

Tonight Sept 17th 2013 was the Central Region Advisory Counsel meeting. Once again the proposals were presented to this regions council by the two main state fisheries managers. And once again the council voted unanimously to accept the proposals to present to the Utah Wildlife Board on Nov 7th.

This will add 14 new bodies of water that spearfisherman can enter to spear game fish if the board approves them. It removes the season limitation for spearfishing, will be open from Jan 1st to Dec 31st. It also introduces a "no take" stipulation in specific lakes listed below, for large and small mouth black bass during their spawn. April 1st through the end of June. A couple of the lakes are greyling fisheries, never before allowed, exciting! Another great change will be being allowed to dispose of carp and suckers (rough fish) in the lake they were removed from ( PLEASE!!!! cut their gills and puncture the bladder before removing them from your spear. Also please swim to deeper water to release your rough fish.) This method of disposal is not allowed for game fish which will be considered "wasting". Other methods of disposal are also being approved.

Here is a list of the waters that are on the new proposal along with the ones that are already legal for spearfishing.
Big Sand res.
Blue Lake(tilapia only)
Browns Draw res
Causey res
Electric Lake
Grantsville res
Kens Lake
Newcastle res (wipers and rainbow only)
Porcupine res
Recapture res
Red Fleet res
Sand Lake
Smith-Moorehouse res
Willard Bay res
Yuba res (limit 20 Pike daily limit/ possession limit, one over 36")

Smallmouth and Largemouth Bass restricted lakes
Deer Creek
East Canyon
Echo res
Flaming Gorge
Lake Powell
Pineview (no tigermuskie)
Rockport
Starvation
Steinaker

LAKES REMOVED from the list for spearfishing:
Jordanelle and Lost Creek res.

Those are the biggest changes. For a complete list of changes for spearfishing and for all methods of take please see the new DWR proclomation book when it comes out.

Again none of these changes would have been proposed or made possible without your help. Thank you all for your input and help with this whole process. But right now they are still just "possible".

You Utah spearos have some great lakes to spearfish in!

I was fortunate to dive several of your lakes while visiting there. These included Flaming Gorge, Starvation and Deer Creek.

Can't believe how liberal your regs are.

Terry it was great meeting you and Josh. Your dive store (Dive Addicts) is a very impressive dive shop in SLC with lots of spearfishing toys ))

I thought it was just the restriction of not spearing bass during their spawning time.

Yesterday at 9 am at main Dwr office was last meeting with public input on the subject I believe. Did anyone here make it down. I know the bass H& L guys were supposed to be there hating on spearfishing hope that didn't change anything. Does anyone know when final 2014 fishing proclamation will come out?

The proclamation will be out electronically in December and out on paper on January 1.
