Thank you for the heads up. I agree we should participate. I sent emails to the list of names and all responded making me feel that getting involved in upcomming public hearings is the solution.

Thanks for your e-mail.

I'm no longer working with the National Park Service (NPS), but I'm
still quite involved in development / completion of the Fishery
Management Plan (FMP) for Biscayne National Park.
Regarding the downsides associated with using triggerless spears, as
well as the negative effects of some other fisheries, you make some very
valid points. There are a number of reasons that the NPS is
recommending the triggerless spear option, one of which is that doing so
was a strong recommendation of a public advisory group (which included
spearfishers) formed to generate recommendations for the FMP. I would
be happy to discuss these issues with you, and can be reached at the
phone number below. Additionally, in the coming months we will be
holding a series of public meetings and a general public comment period
during which we will seek additional public comment on the FMP (we have
had two series of public comment periods / public meetings already). I
strongly recommend that you make your comments known during the public
comment period. As Rick Clark recommended in his e-mail to you, you can
be added to the FMP mailing list (in which case you'll receive an
announcement re: the public meetings) by contacting Biscayne National Park.

Dear Mr. Schmidt,

Thank you for your concern of Florida's marine resources. Although the
spearfishing prohibition you are concerned about has been proposed,
there has as yet been no action to implement a rule for Biscayne
National Park. The proposed actions that are in the Biscayne National
Park Fishery Management Plan were developed with the aid of considerable
public input including public meetings and comment periods in the spring
of 2003 and 2004, and from recommendations generated from a Working
Group of park users, including spearfishers, divers, recreational
anglers, commercial fishers, a tropical species collector, scientists
and resource managers, and representatives of several non-governmental
organizations. Additional public comment on a final draft of the park's
fishery management plan will be sought in a series of public meetings
held by Biscayne National Park and the Florida Fish and Wildlife
Conservation Commission (FWC), but no dates have been set.

The FWC has reviewed and conceptually approved the elements of the plan,
and we would be required to implement any fishing rules (such as
prohibiting spearfishing) for the state waters of the national park. At
this time, our commissioners have not voted officially to implement any
rules. We will likely not initiate rulemaking until after the National
Park Service publishes its plan and conducts more public input
workshops. Additionally, FWC rulemaking will afford you yet another
opportunity to publicly voice your concern. You make some good
arguments about the real vs. perceived impacts of spearfishing with
power gear vs. slings, and I believe that point of view will receive
serious consideration by our agency before we enact anything. In the
meantime, your email comments will be kept for our records.

I'm a lifelong resident of south Florida, but I am now living and
working in Tallahassee. Although I appreciate the offer to look at the
gear comparisons you mentioned, it would be difficult to make the trip
for that. As a former diver and snorkeler myself, I am familiar with
the points you were making.

I am a beginner for spearfishing , but I need proper locations of spearing. Where I can spearfish?
IS THERE ANYONE THAT CAN INFORM ME OR POST ANY KINDS OF INFORMATION?
What locations that is allowed for spearfishing?
