Don't even need to go to that much trouble I think - when you are making the shells (which is the main part of the work) you partition them, and leave holes in some of the partitions, and fill others...

I sort of assumed that you made a wooden gun, then covered it with carbon fibre weave and epoxy.

But, from the sound of it, you make a form (cast) and lay the fibre and resin into it...

Seems to me that you want to put the reel as close as possible in front of the trigger. That way, the water resistance when swinging the gun is minimised. (Not that I am a great fan of reels)....
