seems like the trend with law enforcement with issues such as poaching or running over swimmers is that video or witnesses are not enough to do anything about it...an police officer must actually be there in person to witness an event or nothing can be done about it

i don't know if this is the actual law or not but just what I have observed in every case i've ever seen of laws being broken on the water

even if it were legal to take, great white sharks are under the vulnerable category, or under the IUCN Red List of Threatened Species.
they are a federally protected species in the United States, and I believe California was the first state to protect the species.

California seems to be the first state to BAN anything...

actually its the opposite in the US, Cali is the first state to usually legalize something
