Spear fishing off public beaches in Southhold Long Island legal?

Hi guys, just moved out here from Northern Cal and was wondering if there are any regulations to spearfish off the beaches in Southhold Long Island? Looking at the SouthHold county rules, they say no one may discharge a speargun 200 feet from the beach, does this mean we can spear past 200 feet? Can we launch form a public beach with spear guns?
