In Spanish we call it "cojinua negra" and is a blue runner during its black phase.

Like some others have said - sometimes blue runners (usually large ones in the 2-4 lb range) become black. I've only found them to be in deeper water like out on the ledge, but not close to beach. My bet is on that.
