Biscayne National Park Question

I just posted here regarding the marinas being closed, which bought to mind the whole topic regarding the closing of Biscayne National Park. I know it has been thrown around a lot but from what I know it is still open to spear fishing, with some areas off limit (not sure which though) does anyone know or have any updates on whats going on???? And what areas are off limits? Also I understand no lobstering is permitted are their any places it is?
