Spearfishing in Minnesota?

Im visiting Lake Portage in Minnesota (from San Diego, CA) and I was wondering if it is legal to free-dive spearfish there. If so, for what? Any help is appreciated

Rough fish only. No game fish except northern pike during season in the winter. Bring a chainsaw for some hard water diving!
