(Illegal?) spearfishing in El Matador/Malibu

I was at the El Matador beach in Malibu today and saw a group of 3 spearfishers. They stayed pretty close to shore and were fishing with Hawaiian slings. Based on what I saw they only brought back relatively small fish and stayed close to shore and at very shallow depths.
I am surprised because based on my understanding, El Matador is part of the SMCA and only pelagic fish are allowed in that area. Anyone cares to comment where this was illegal or not?

Bein' a born+raised L.A. native,
1 who has also ridden some sick waves in that area over the last 37 years,
well I wondered about your post.

Can you spearfish at El Matador?
Hmmmm, maybe I might wanna spearfish at El Matador someday.
I gotta few spare moments,
so I dug up some info for ya,

Ya know something, Run2Dive?
It appears that the spearfishers may indeed hunt at El Matador!
And bein' spearfishers, they see +ID what they are gonna shoot before they kill.
Can ya leave 'em alone now?!?


As far as The MLPA's go in Western Malibu,
I wish that the state woulda granted a special exemption to allow
The Local Native Indigenous Inhabitants,
ya know, the dudes such as Thumperfish + Yard Sale Josh
a special exemption to continue hunting in their own f****** backyard!!!

LOL ummm You dont know what fish they took... so you don't know if it was legal or not... guess the answer is..., perfectly legal since they are innocent until proven guilty. and FYI fish are in water... they can be in 1ft of water or 1000 ft of water.. so someone being "close to shore" isn't relevant to the discussion at all.

Also you can state you didn't have a GPS and didn't know where the bounders are.

I also second this, that the locals pay taxes there or at least there parents do.. So they should have the right to hunt in the backyard.

I would be so pissed off if some A## hole said I couldn't smoke on my own boat..
