To help with the fish list:

Grunts: only white grunts should be allowed. Margates will give a huge unfair advantage to the east coast.

Pinfish: You should include all members of the pinfish family, so each area can harvest their dominent species. Be sure to explicitly exclude majorrah - no matter what some peoples' opinions, they're not a pinfish.

Puffers: Only smooth puffers should be allowed. The porchupine puffers get much bigger on the east coast and the Keys.

Needlefish: Just don't include houndfish or everyone will be diving the Keys.

Leatherjackets: They're common on both coasts and the Keys, be sure to include them.

If you're continuing with the mystery fish to replace AJ, may I suggest a new mystery fish format. Instead of adding to the points, a mystery fish can be submitted for a pre-determined prize to be awarded later. Any currently legal fish can be weighed in as a mystery fish, and the first person to have their mystery fish become part of an emergency closure will win the prize. For example, diver "A" weighs in a mangrove snapper and diver "B" weighs in a scorpionfish. Three months later, NMFS sees that the jewfish population is decimating the scorpionfish and declares an emergency rule banning the harvest of scorpionfish. Diver "B" wins the mystery prize, which Tony can mail to him. In the event of a tie (multiple emergency rules implemented simultaneously), whichever fish gets the most "WTH" posts about it will win the prize.

Feel free to implement whatever ideas you like...
