"Invasive species. No minimum size and unlimited recreational bag limit. A permit is required to harvest lionfish in the no-take zones of the Florida Keys National Marine Sanctuary. Permits are issued by the Sanctuary following training given by the Sanctuary and the Reef Environmental Education Foundation."

What you wrote there doesn't say that they will issue *spearfishing* permits for lionfish take, though. It just says that there exists a possibility of getting a "harvest" permit to allow you to keep them in a no-take zone.

Not my words, just a quote. And the quote does not say "spearing", it says "harvest".
How it is enforced/interpreted is anyone's guess.

You are correct about the word harvest. REEF and FKMS can give you a course on harvesting lionfish inside the SPAS and other no - take zones. You can ONLY use nets and slurp guns in areas where spearing is prohibited. It gets pretty interesting capturing them with a net, particularly when transferring them to a container of some sort.
