MLPA is working!! Sea Otters

I was out on the water in a MLPA zone and came across a sea otter in north Santa Monica it was the second one that i came across today. I'm not too sure why they are here in the bay, but it was sweet to see them.
The only reason I can think they are here is the MLPA that started 3 months ago. or global warming....either way, the tree huggers were right.

RB, be careful !!! Being close to a Otter, enjoying yourself and taking a photo without authorization is a possible violation of a MLPA code. I think it maybe section 2278865739 (b)(4) paragraph 8 of subsection 14 (b) appendix 15 of paragraph 4, No Person will experience fun, nor photograph a live or dead otter within a MLPA, further stating in section (c) No Person will enter the water if a otter is swimming. Not sure on this section, but a lots changed.

all I know is... that Sea Otter is in one dangerous place for little guys like him. That bay is GWS central and he would be on the menu.
