I understand that list is old, so here's an update for Michigan and Wisconsin.

I have written the DNR in MI myself about opening more species like panfish and the perch family. I'll write again this season. (They actually called me back last year, and told me they were already working on simplifying the rules because of lobbying by bowfishermen. I may be wrong but i believe that in Wisconsin you can spear all rough fish, any invasive species and panfish. These include perch blue gills, crappie, white bass, etc.

Rocky Mountain Spearo I noticed on your list that you indicated that NY was open to spearing all fish with some limitations on the waters. In looking at the NY web site it looks like only rough fish are legal, the waters are very limited, and spearguns are not permited at all. Gamefish are off limits in Texas period. Fresh or salt water. I would suggest to go to each states web site and check for yourself. That way you can be 100% sure you are not citing wrong or out of date information. Presenting wrong or out of date info might discredit you and derail your efforts before you even get started. Good luck with your venture.
