If you went that route, you would start by getting:
a speargun blank, (the wood for the body of the gun),
a mechanism, (the reef mechanism may be good for what you are building),
a handle, (several options to choose from),
bits and pieces, like a line anchor and line guide,
rigging, (muzzle bungee, rubbers, wishbone, mono or other shooting line)

Then, all you have to do is cut the right holes in the blank, shape the wood to your liking, and assemble everything.

Another option people have discussed in the past, which would be cheap and effective, but not nearly as pretty:

buy a mechanism and a muzzle for a JBL or AB biller metal gun.
The mech is the entire pistol grip handle with the trigger and everything inside. The "metal" version is round, where the wood guns, (at least for AB Biller), are square.
Next, buy a shower curtain rod that will fit over the parts you bought. Cut it to the size you need, based on the spear you want to use.

Your best bet is to buy a ready gun from Abu Dhabi or Dubai, or maybe try to contact Hayaari sub in Abu Dhabi as he makes some nice custom guns.
