They look tiny but so does the emaciated red grouper- but look in comparison in the initial photo and you can see the reds clearly legal and by comparison, so must those bugs be.

The one grouper was fat 25 inches long and weighed about 13 lbs since it had its row (didnt see that when i shot it). The other group was 21. The two small lobsters in the front are small spanish lobsters which have no size limit and generally dont get too large. They are smaller than the legal limit for regular spinys almost like tiger prawns.
