Currently, even with the drought, you can buy surplus water from Kern County and other places in N. Cal for $750 to $1,000 acre foot. And normally water from Northern California is about $150 acre foot. So the cost of desal needs to become a LOT cheaper before it's truly practical. Good solar would really help that.
