On the serious side, at least this city did something about it...
The big issue, as I understand it, is that water from a desal plant like Carlsbad costs about $2,000 per acre foot. Currently, even with the drought, you can buy surplus water from Kern County and other places in N. Cal for $750 to $1,000 acre foot. And normally water from Northern California is about $150 acre foot. So the cost of desal needs to become a LOT cheaper before it's truly practical. Good solar would really help that.
