At least the vis was shoot able. Sometimes, when gags are acting that way. Try laying down prone on the bottom.

It’s fairly common to see a bunch of Gags on ledges and wrecks here in the west coast, especially from Tampa Bay north into the Panhandle. We are blessed to have thousands of square miles of shallow water bottom off the west coast of Florida and this helps to spread out the fishing pressure.
